Title:A usury law: a clarification

Abstract:The national legislation of some countries prohibits lending money at a usurious interest rate. Most countries restrict the effective (rather than nominal) interest rate, which includes all commissions and fees that may come with a loan. In this case, the restriction is vague for loans whose cash flow streams have no internal rate of return. In this paper, we show how to extend this restriction to all loans. We prove that there is a unique such extension consistent with a set of natural axioms.
